MMIP HRT | Pilot Site Application | Phase One
OVERVIEW
Thank you for your interest in becoming a pilot site for the Missing & Murdered Indigenous Persons (MMIP) Healing and Response Team (HRT) Special Initiative  and contributing to this call for justice and healing. The Minnesota Indian Women’s Sexual Assault Coalition (MIWSAC) is leading the Office on Violence Against Women’s Missing & Murdered Indigenous Persons (MMIP) Healing and Response Teams (HRT) Special Initiative in partnership with the National Indigenous Women’s Resource Center (NIWRC) and the Alaska Native Women’s Resource Center (AKNWRC) . This initiative is guided by the recommendations of the Not Invisible Act Commission (NIAC) . Â
The purpose of this project is to empower communities and service providers to respond effectively and collaboratively to MMIP cases through the implementation of Tribal-based Models of Care that address the need for accessible, survivor-centered, trauma-informed, culturally appropriate services, while emphasizing community participation and self-determination. Â
Our team is seeking applicants who are interested in enhancing their capacity to provide comprehensive services through the integration of healing response teams as a means of supporting survivors, families, and communities affected by MMIP. We need your voices, knowledge, and expertise to ensure this work reflects the needs of those directly impacted by this crisis. Â
The First Phase of this application process involves a brief application to explain the organization’s experience responding to MMIP cases related to domestic violence, dating violence, sexual assault, stalking, and sex trafficking and present ideas for how the organization would approach this project. During the Second Phase , applicants with the highest rated proposals will be invited to participate in an interview. Interviews will take place the week of May 12, 2025 . In the Final Phase , applicants selected for further consideration will be asked to develop and submit a detailed program plan for how they will implement their project, along with a budget, for approval. ELIGIBILITY
One (1) pilot site will be selected from each of the following three (3) categories:
Indian Tribal Governments or Tribal Consortiums Tribal Coalitions Urban Indian or Tribal Nonprofit Organizations  No other entities are eligible to apply.
OUT OF SCOPE ACTIVITIES
This project is not intended to focus on outreach and awareness. This initiative does not fund law enforcement investigations, forensic work, or criminal case management. This initiative focuses on MMIP cases where there is a suspected connection to domestic violence, sexual assault, dating violence, stalking, or sex trafficking. Cases primarily linked to substance misuse, voluntary absence, or avoidance of law enforcement fall outside the scope of this effort. REQUIRED DOCUMENTS
Applicants must submit the following documents for their application to be considered complete:
Completed application form (below)Proof of organizational eligibility for non-profits (501(c)(3) documentation) Resumes, bio sketch, or CV of key staff identified as playing a key role in the proposed project. A statement on official letterhead , signed by the entity's leader authorizing the entity to apply for this project. FOR TRIBAL CONSORTIUMS ONLY: A Tribal Consortium must include a Tribal Resolution or other document(s) demonstrating authority to apply from each Tribe or Tribal Consortium member. The Tribal Resolution or equivalent documentation must state that the applicant is authorized to submit an application on behalf of the Indian Tribe(s), be current (dated after March 31, 2025), and be signed by the authorized representative(s) from the applicant and Tribe(s). In lieu of a Tribal Resolution, a Tribal Consortium with existing consortium bylaws or other governance documents that allow action without explicit authorization from the Tribal Consortium members may submit a copy of the bylaws or other governance documents that allow the consortium's action, without explicit support from all consortium members. This documentation must be sufficient to demonstrate authority for the application, must contain authorized signatures, and must be submitted by the application due date.
